I have travelled there a few times recently and there have never been any announcements about a plastic ban on the flights and there is plastic in many places on the ground. Although, in general, Arusha, for one, is a clean city. For Plastics, if you need a really good example, you could look at Rwanda. The great majority adhere to the law there.
